[cisco-voip] Uccx 8.5.1 line restricted for one agent

Anyone seen this before? Have triple checked phone setup, removed user from cucm and ldap, added back and same issue.

One user can't login to cad on any desktop, saids line is restricted. Rest of 50+ agents have no problem.

Uccx 8.5.1 Su1 (upgraded and no change) with Cucm 8.5.1 without su1 yet.
