[cisco-voip] SIP TELLULARS and PSTN Redundancy issues

Guys
I have Customer that requires to handle their cellphone calls through SIP tellulars, whenever available, and if that fails the calls must to the PSTN via a h323 gateway.
I have setup the corresponding Route List, containing a Route Group pointing to the Tellular and one Route Group pointing to the H323 Gaeway,
The tellular supports only one call.
This setup works fine 99% of the time, including the fallback, but there are instances where the tellular return a 404 NOT FOUND error, the call does not fall back to the PSTN and the user receives a busy tone. Is this expected? The odd thing is that the Called Number is a legitimate number, and the Tellular rejects with an error. (And the debugs show no digit issues)
