[cisco-voip] Pickup Function On Multiline Phone

So the following is the scenario being described to me by my field guy:

Phone is a 7960 with 6 lines (All are same number just in diff partitions). User answers a call on Line 1, hears a call on another phone in their pickup group, places first call on hold, and selects line 2 and hits pickup, screen says enter number , they hit line 2 button again and the call picks up. All lines involved are in the same pickup group. I verified they are not hitting GPickup.

Is this by design? Seems very strange. Still not sure I am being told precisely correct information.
