The ability to exchange information with the installer package (pass in AND get out) is high on our wishlist.  Echoing this to your Cisco account team is always helpful.

I'm not sure what my hangup on installing the .cop file was.  I think I just didn't want to "downgrade" a "fresh" install.

Not that this is the appropriate way to submit feature requests, but how about this:

Make a check box (or something) that says not to make the .cop file the system default when you install it (Default action would be for it to be checked, so that it mirrors current behavior)

depending on the status of the phones you may *need* to install the .cop file to get the .defaults file that comes with that load. there are situations where that is the only file the phones will parse. to that end installing the .cop file is the only way to get (or updated) that file.
