[cisco-voip] CUEAC blind transfer delay

CUCM 8.5.1 and CUEAC 8.5.1.5

With blind transfers using the keyboard method (pressing enter twice),
when Arc Client user transfers call the caller hears music, then
ringing, then brief music again and the person they transferred the
call to gets the call but can't hear the caller for 2 seconds after
they pick up the call. This delay only happens on transfers done using
ARC attendant console.

We have turned the Direct Transfer registry key to ALL along with the
BLF one and no change with this behavior.

Anyone seen this behavior before?
