[cisco-voip] Call Forward All Failure

Having a call forward all failure to an external number for the second
incoming call, first incoming calls is successful.  The situation is
as follows the max calls is set to 5 busy trigger is set to 1. First
incoming call is fine, second call at the same time fails.   Would a
call forward all call to an external number trigger the busy trigger?
