[cisco-voip] does changing CM ntp really require sub restarts?

I need to change the NTP servers on our CM 8.0(3) publisher. The OS doc indicates that restarting all the subscribers is required after this. Does anyone know if this is really necessary? It doesn't really make sense to me, especially since the publisher clock won't change.
