[cisco-voip] "Summertime" issues in Santiago, Chile

I was hoping that my timezone woes had finally gone away, but I guess not.

Was told this morning that 7970's in Santiago Chile are off by one
hour (they're showing 10A instead of 11A).  CUCM is 7.1.3, phones are
running 8.2.2SR4.

I've tried changing the timezone reference in CUCM and resetting the
phones, but nothing that I try gets the phone to display the correct
time.

Is 8.2.2SR4 one of those loads where the java engine on the phone has
a different idea of when to switch DST times and that nothing other
than a firmware upgrade is going to fix this?
