[cisco-voip] 7937 not booting?

A 7937 requires the power brick, I don't believe these can take direct PoE.

I've tried a different port and cable.... but my 7937 just shows cisco on
the display and never boots.  switch port is configured properly and it is
getting POE.  I have done  the **1 factory reset without resolution.  any
other ideas?
