[cisco-voip] 7937 not booting?

I have a 7937 running PoE off a 3750 - 15.4 Watts in the conference room
next to me.

A 7937 requires the power brick, I don't believe these can take direct
PoE.

I've tried a different port and cable.... but my 7937 just shows cisco
on the display and never boots.  switch port is configured properly and
it is getting POE.  I have done  the **1 factory reset without
resolution.  any other ideas?
