[cisco-voip] FW: 911 call routing from Unity

Thanks Lelio, because we were asking Unity to do something that's really not
its job, we decided to eliminate it altogether. We are now using CUCM and we
created different CSSs for different locations that can only dial 4 digits
and 911 so it's solved and it's less complicated. Thanks for all your help!
