[cisco-voip] QED file for ATA187 9.2.1 Firmware

If I remember correctly this adds the device as a device type to CCM, but all the Release notes for this update say this file is required period (even if the CM version already supports 187) and it requires a CM Service restart.
Wondering why that is?
