Is it failing at the PSTN or UCM?   If at the PSTN then off the top of my
head I know that many 8xx numbers are restricted by area code.  As an
example if the 8xx number points to (404)555-1212 some providers do not
allow 8xx calls originating from (404) or anything that would be considered
a local call.  This is done to avoid the per minute charges associated to
the 8xx number when a caller could have dialed a local number.

 

If it is failing at the PSTN I would try a wide range of 8xx numbers to
verify.

Strange problem.  We discovered that if a DN does not have an "external
phone number mask" configured, the set will not be able to dial a 1-8XX
number.  It can dial any long distance number but not a 1-8XX number.  The
route patterns of the 1-8XX numbers are configured with the same options as
the long distance route patterns.  What is the relationship between an
external phone number mask and call routing?
