From my peer doing the recreate:

"What I found was that the in the 8.5.1 CUCM cluster the LDAP Authentication worked in both scenarios – the subscriber was able to accomplish LDAP authentication with CTI & Tomcat requests. Even when I brought the publisher back into the cluster I discovered that the subscriber still made the LDAP authentication requests for itself rather than rely on the publisher."

At least in 8.5 authentication to LDAP works without publisher.

IMS is actually a component in each service that uses directory lookups.  This means CTI and Tomcat at a minimum, on each node, will have their own IMS and do their own ldap operations.   You should be able to confirm this with packet captures and/or logs at the ldap server to see where the queries are coming from.

Looking at the schema in the link below and I was wondering if IMS exists only in the Publisher or in every Subscriber...
