They've had a similar question in sessions before as a "trick" question (see long URL below).
It seemed when compared to something like 1[0-4]XX, 13! is a best match to 1311 because 1[0-4]XX has 500 possible matches and 13!! only has 100 possible matches because you expand only based on the number of digits entered.
In your case, it looks like the 9.@ route pattern has fewer possible matches based on this logic somehow. It might have something to do with the system expanding the @ sign and producing only those patterns which are possible.
Do you have any route filters on your 9.@ pattern? That would definitely reduce the number of matches.

I have a CSS Lets call unresticted.
inside unrestricted I have two partitions, lets call US and International.
inside US I have a 9.@ route
and inside International I have a 9.011!
The CSS list International first.
What does a number such as 9011 52 123 1234567 not match the international but rather the US 9.@? wouldn't 9.011! be a better match?
