Looks like this pattern is part of the NANP.

P: 01 INTERNATIONAL-ACCESS

P: ! NATIONAL-NUMBER
Matches "011521231234567
" but is more specific.

It shouldn't even be viable. The @ represents NPA NXX format for NANP
calls where N = a number 2-9
