The ipsec.pem regeneration seems to have fixed it, is there a bug id for this?

On CallManager 8.5 (1)SU1  I go  into Disaster Recovery System > I click on Backup and the pop below gives me the correct choices.  Click on Device and I sometimes get no response back from the web page. or I get   Status:       Local Agent is not responding. This may be due to Master or Local Agent being down.  Yet the services show running and I've restarted Cisco DRF Master/Cisco DRF Local with no fix.

I rebooted the publisher with no fix. It was often broke in 7.1(3b) but seems more broken after upgrading CallManager to 8.5.1

Is this a Tomcat problem, what services should I pull traces on?
