[cisco-voip] 69xx IP phones failing to upgrade from 9.0.3 -> 9.2.1

Strangely, I just turned auto-reg back on and they downloaded their firmware. The 79x5s did not exhibit the same behaviour and would upgrade to the provided firmware whether registered or not.

what do phone console logs show?

are phones remote from CM? any potential for network congestion?  This exacerbates
CSCto31256    69XX phones have 10 min TFTP DL timeout. Upgrade fails over WAN.

It's not happening with all of my handsets even though they're all on the same LAN segment. It's just plain bizzare.
