[cisco-voip] 911 calls on wireless devices

Would the original device mobility accomplish this? Device changes device pool automatically with subnet. Device CSS is configured on the device pool.

The only way I can think of is to create location based groups and use a null gateway when they are in a different subnet that is off-campus.
