[cisco-voip] 911 calls on wireless devices

Just wondering if there is a simple way (or not so simple way) of controlling when a wireless (or smart) phone can dial 911 . For example, when on a certain subnet, they can dial 911, otherwise, they can't?
The only way I can think of is to create location based groups and use a null gateway when they are in a different subnet that is off-campus.
