There are quite a few pay per use SMS gateways out there that use HTTP, SMS, SMPP. All you really need to do is build a web page that the phones can connect to and then send off the request. Some of the services have things like auto-reply, logs, etc.

I'll bet a well versed programmer can set this up in no time.
