I don't know about the interface limit on the phone, however I know the MenuItem list (i.e. directory results) is limited to 64, so I would expect some similar limit. You have to consider that some of the older phone models do have quite limited resources, so I'd be amazed if it was a lot more than that.

Have you considered giving users the Cisco Phone Designer, you mention that you want them to be able to choose their own image, this would work well in that scenario. However Cisco Phone Designer is now End of Sale, so you won't be able to commit to it as a long term solution.

I recommend you have a look at PhoneView from Unified FX (http://www.unifiedfx.com), it's not designed as a replacement for Cisco Phone Designer, but it actually uses the same mechanism, so it would avoid having to publish a large number of images for a user to choose from as it uploads the image(s) directly to the phone, no need to upload to the TFTP server etc.
