I have done something similar using Extension Mobility.   Each user has a Device Profile and they log into that one phone thus transferring their primary extension as well as the queue extension.  Not sure if that will work for you or not.

I Don't want to assign a person to an extension as this is a phone that is used by multiple people for a call queue. I just want to assign the extension, is this possible?
