[cisco-voip] Defaulting phone webpage to enabled?

I ran into this on Saturday as well. I think changing the value in common phone profile will get it enabled by default though I did not complete testing.

Changing "when updating firmware" seems odd.  Phones should follow the behavior specified in configuration file.  Are your phones taking their configuration files?
