[cisco-voip] installing CUCIMOC dialing rules COP file - PUB only?

That COP file just runs through the rules in the database, builds an XML
file, and places it in the TFTP directory.

Install on all servers running TFTP.

When your rules change you need to rerun the cop file. It really should be
designed differently...
