[cisco-voip] installing CUCIMOC dialing rules COP file - PUB only?

You gotta be kidding me? The iPhone Jabber admin guide just says install it. Says nothing about creating rules first, then install, or having to re-install. 

I guess I'll have to look into it a bit deeper.
