[cisco-voip] installing CUCIMOC dialing rules COP file - PUB only?

This doesn't mention reinstalling the COP file. Although I'm not quite sure how to apply the rules only to Jabber clients. I don't believe I have any dial rules configured, so we'll have to see what the content of the files look like. Hopefully there's enough in there that I can edit the XML files manually as it suggests.
