[cisco-voip] installing CUCIMOC dialing rules COP file - PUB only?

Just wondering if anyone knows if I only have to install the CUCIMOC dialing rules COP file (cmterm-cupc-dialrule-wizard-0.1.cop.sgn) on the PUB only or all SUBs too?
