[cisco-voip] I thought TAPS/BAT entries didn't use DLUs? ( Bulk Administration > Insert Phones > Specific Details> Create Dummy MAC Address (For CTI Port, Create Dummy Device Name)

I setup a 1000 TAPS dummy BAT phones, thought is later on customer can buy more DLUs but the TAPS entries are pre-setup for later use. However I couldn't build them, got error about license needed? Seems they go against pending count? Bummer.

( Bulk Administration > Insert Phones > Specific Details>  Create Dummy MAC Address (For CTI Port, Create Dummy Device Name)

Job Scheduluer shows failed and reason why is;
DEVICE :: Error : 4935 Allocated licenses consumed by used and pending. Please upload additional licenses (a new license file) and try again.

I thought devices named BAT didn't count against DLUs? So why is job scheduler failing?
