Yup. Still has it. 

Tools > Task Management > Resynchronize MWIs On All Phone Systems 

I understood the question as to wanting to send an MWI even if there was a message when another message was left. 

But this might be what they were looking for as well.

Doesn't Unity have a nightly MWI refresh? I'm pretty sure I remember it causing lots of code yellows in CUCM a while back.

Yea I have done that.. But my issue is, 
Is it possible to change a system parameter to always send a MWI even though Unity thinks that the MWI is on ?

be careful with this one, could cause some call processing issues
