[cisco-voip] Redundancy for CTI service at CUCM cluster

You can setup the primary CTI server for IPMA through Service Parameters.
IPMA has its own section in the drop down selection.  Also note that the
CTI server portion of the IPMA service parameters is not a cluster wide
setting, so you need to set that on both PUB and SUB manually.
