Depends on man power, time lines, budget, and hardware.

my order of operations would be upgrade CM / hardware.

integrate Exchange UM

upgrade switching / routing infrastructure

deploy phones. Building by building or floor by floor.  depending on
current configuration and how much you want to spend on updating dial plans
on your PBX(s) doing the phones quickly may be your best bet.
