Jason,

 

  From the top of my head, i have two posible suggestions:

 

A)     You can use COR lists on the router. I don´t think there´s a way of doing that without modifying your dial-peer at some level

B)      Configuring your lobby phone as SCCP on the router, and using a restricted CSS

I don't want to touch the h323 router's dial peers.  I have one lobby phone on FXS I only want the loggy phone be able to dial 5 digit numbers. Solution needs to be router based.  IOS 15.2/h323
