Not sure if you can do this without touching the dial-peers at all. 

I think the simplest method would be to use COR lists. However, you will have to put a COR list on ALL outbound dial peers. You won't have to modify inbound dial-peers since the default is to allow when there is none on IN and something on OUT. 

Anyways, one option you can evaluate.

I don’t want to touch the h323 router’s dial peers. I have one lobby phone on FXS I only want the loggy phone be able to dial 5 digit numbers. Solution needs to be router based. IOS 15.2/h323
