[cisco-voip] 8.6.2 Edit Route Filters - Access Denied

I am using the main administrator account and getting:
Access to the requested resource has been denied.

The attempted action was a violation of security protocols and will not be allowed. Please try another action.

When trying to edit a route filter. I was able to change the first clause successfully but can't do any of the others?
Has anyone else seen this? Tried Firefox and IE thinking it may be a browser issue.
