[cisco-voip] CUPC license upload error on CUCM running in VM

Has anyone experienced License File Format Error when uploading CUPC license (L-CUPC-UWL-PAK) on CUCM 8.5 running in VM? When registering the license it didn't prompt for License MAC and initially I thought I forgot to click on VM checkbox but even the second license file I received from Licensing for VM doesn't have the LicMac tag and begins with UPC instead of CCM.
I found a post online http://debuggingvoip.blogspot.com/2011/09/error-license-file-format-error.html but nothing on Cisco support forums or bug tool kit to convince Cisco TAC/Licensing.
Cisco Licensing is giving me a run around and referred the case to CUCM TAC but they want to delete all existing CCM license files, reboot the server and upload the existing license files. I am sceptical about this so just wondering if anyone else has had this issue.
