[cisco-voip] Prefix is not applied to POTS dial peer

I ran into the same issue on a 3925 with IOS 15.0.
I never got it to work, ended up having to use a translations to add the
011 to the call. I was told by TAC that maybe I had too many Ephones setup
for SRST and not enough resources etc.
Apart from upgrading the IOS nothing else would work.
