[cisco-voip] Automatic response - CUCM 8

If you are not using the Apply Call Blocking Percentage you can use
that to play a prompt.

Create a route pattern, example 666, check the box Apply Call Blocking
Percentage and enter 100 in the field to the right of it.

Select your route-list and choose block this pattern(or route, doesn't matter)

If you dial this number you will hear:
Service disruption has prevented the completion of your call. In case
of an emergency call your operator. This is a recording.

Then you can go ahead and upload a custom prompt for MLPP-ICA_00120.

Should work as a temp solution if you are not using call blocking percentage.
