[cisco-voip] Calls to DS-'s across channelized T1, no calling number at CPE

I'm configuring an AS5400 to provide a channelized t1 to an IAD2400. 4 of the channels on the T1 are being used for a DS0 group across which we want the AS5400 to handle voice calls to and from the IAD2400.
On the AS5400
controller T1 1/0:24
framing esf
channel-group 0 timeslots 1-20 speed 64
loopback network ignore
ds0-group 20 timeslots 21-24 type fxs-ground-start
!
interface Serial1/0:24:0
ip address 216.24.2.5 255.255.255.252
no cdp enable
!
voice-port 1/0:24:20
!
dial-peer voice 248 pots
description ATA-8 TEST line 2, WinNETPBX
incoming called-number 502567301[1-9]
destination-pattern 502567301[1-9]
direct-inward-dial
port 1/0:24:20
forward-digits all
On the IAD2400
controller T1 0/0
mode cas
framing esf
linecode b8zs
channel-group 0 timeslots 1-20 speed 64
ds0-group 20 timeslots 21-24 type fxo-ground-start
!
interface Serial0/0:0
ip address 216.24.2.6 255.255.255.252
!
voice-port 0/0:20
!
voice-port 2/0
station-id number 5025673011
!
dial-peer voice 10 pots
incoming called-number 5025673011
direct-inward-dial
port 2/0
forward-digits all
Calls come in to the 5400 and seem to get sent to the 2400, but there they fail (with a beep), apparently not matching a dial-peer. Debug dialpeer on the IAD2400 shows that received from the 5400 does not seem to contain a called-number. I assume this is why the dialpeer on the 2400 is not being matched.

Has anyone here set up a 5400 to provide DS0 loops for calling? If so, can I see an example config that does this? And any idea why no called number seems to be sent to the IAD2400?
