[cisco-voip] CUCM 8.6 licenses disappear on reboot

We just upgraded a CUCM 7.1.5 system to 8.6 (using bridge method)...
After you upload the licenses, they do not show in the drop down, but you
cannot upload them again (says they already exist...)
When you reboot the pub, it says no licenses are loaded and kills the
CallManager service on all nodes.
You can repeat the cycle, re-upload the licenses and start the services...
but if you reboot, the licenses disappear again...
Any ideas?
