Is the 7000 HDX in the VCS release notes as a supported endpoint?
Other than that you need a SIP network trace to see what is happening.

Hi
We have
CTS 1300 end point registered with Cisco call manager and we have VCS 1.7 version installed.
When Polycom unit 7000 HDX sip dials from external to CTS 1300 it fails.
Polycom unit is located to other company and we have installed VCS server with CTS 1300 as end point.
Any Idea?
