You'd be doing yourself a big favor by reading the UC System 8.x SRND direct from the horse's mouth:

If you only need the basics for 200 people you could probably get away with just a 3945 box with CCME + Unity Connection or even just Unity Express.

Hello,
I am new to the group. My company is thinking about changing from an old Avaya/Nortel PBX (8100) to a new Cisco UCS system. We want to start out slow and will not immediately integrate the UCS system into the PBX. We want to setup a branch office with the a basic UCS and Unity for voice mail for approx. 200 users. Naturally we want to use whatever the latest and greatest is.
My question is what is the latest and greatest and should we have a publisher and a subscriber? We also want to use SIP trunks. Like most US companies today we don't have unlimited funds be want to be prudent with what we spend.
