[cisco-voip] SRST Question

I have a site right now that has a 2821 router doing SRST.  It has 2 POTS
lines for E-911 dial out.  We actually have all they're inbound and
outbound calls being handled by a different site

It has 5 phones, and 2 ATA's (They really only need 1 ATA for a fax
machine, so it could even be a card on the 2821).  We also have Emergency
Responder, but are still dealing with our LEC to get an account to submit
updates, so it's not fully utilized.

I have a new site that will require about 20-25 phones, but the site will
be temporary for about 8-9 months.

I've been asked if we can move the 2821 to the site, and put *something*
else in the first location for the duration.  Of course, this is
under/unfunded project.

I've got (2) 2851 on the shelf, both with IPBASE software, and NO PVDM's.
 (They both have Dualport T1 vwic2, and VIC2 FXO's)

So what are my cost effective (Read Cheap) options.

What I see are:
1.  Leave the existing site alone, and buy a IPVOICE license for one of my
existing 2851, as well as PVDM's
2.  Move the existing site hardware to the new site, and buy something to
back fill, can I get something very small?  881 router?
3.  Can I use something like a VG202 or something to route the E911 calls
out, and just hope we never have a WAN failure?  (It's only staffed two
days a week, with 3 people max)
