[cisco-voip] 7961G Can't do conf call

The software CFB supports g711 only. Hardware CFB supports whatever
you configured it with
Xcoder may be needed if you have an incompatible codec or an
incompatible region matrix configuration. Checking the "Xcoder OOR"
counter should help point / rule out issues with incompatible codecs
