[cisco-voip] MGCP gateway not registering to Subscribers

The order is as follows:
A - Subscriber
B - Subscriber
C - Subscriber
The device pool in use by the gateways does not include the Publisher.

I'm happy to know the config is good, thank you!
I see what you are saying, but we do not want Publisher as the primary. We
only want the subs. If I leave Publisher out of the config, not a single
subsciber will register. Here lies the kicker: even though they say "Backup
Ready," if I change the config in the router itself to go to one of the
subs or ONLY one sub, it fails.
I ran a few different MGCP debugs and on first glance, something is
definitely failing. I'll see if I can hunt something down in those.
