[cisco-voip] MGCP gateway not registering to Subscribers

I believe showing backup ready is normal. Devices only register to one server at a time.
You can change up your commands to force them / test the other subs.
I'm not at a PC to access my routers, but I'm pretty sure the behaviour is the same.
