[cisco-voip] MGCP gateway not registering to Subscribers

Yes, "Backup Ready" is good.
"You can change up your commands to force them / test the other subs. "

That's the problem. It will fail for all subs. Only one server will
register, I get that, but it is either Publisher or nothing. The debug is
showing there is a hangup somewhere but I don't yet know enough to
understand where. I'm googling the bits and pieces to try and find
something.
