[cisco-voip] opening cop.sgn files---installable dialplans, etc

I was needing to look inside of the GBNP installable dialplan, but as you know cop.sgn files don't just open like the cm 5 cop files did.  A bit of googling and I found:

At first it didn't work, because I had python 2.4 something.  I put on 2.7 and it worked perfect, now I get to see all of the patterns successfully.

It was asked on the list in 2010 how to look at the contents of the dialplan like we used to be able to do in windows, and Wes indicated a remote support account was needed.  This simple extractor seems to be a little easier than that.
