Nope, not possible to download the patch file from a patched system. 7.0.2.23033-1 is an "ES" so TAC should be able to publish that for you. You may get some pushback as the ES is deferred due to "CSCtb70529 caused CSCtc81822".
Let me know your TAC case number.

I need to do a hardware migration, but the upgrade file for the version of Communications Manager currently running on the server doesn't appear to be downloadable any longer. I would love to patch UCM to a version that is downloadable, but this is for a call center and we have very limited allowances for service interruptions. I need to find the upgrade file to get the new server to 7.0.2.23033-1 so I can avoid the extra outage caused by patching the existing server to a new rev. The intention is to migrate to the new server using a restore from 7.0.2.23033-1, then upgrade the version on the new hardware to the latest UCM rev.
I do also have a TAC case opened to request publishing of the upgrade file; however, they seem to be pretty busy now so I've not been able to make much progress yet.
My apologies if this has been covered on the list previously.
