[cisco-voip] isdn status - layer 1 'shutdown'?

IOS 12.4(24)T7

I have a PRI which had layer 1 in a 'deactivated' state.  I did a shut - no
shut on the controller and now it shows shutdown.

Is this to be expected or is there something I'm missing.

linecode and framing are indeed the defaults of B8ZS and ESF
